491 Regional Visa: Can I Apply to Other States Despite Studying in WA?

Hi everyone, I'm hoping to get some clarity from those who've navigated the 491 regional visa pathway. I completed my university studies in Western Australia and have a positive skills assessment for an occupation that seems to be in demand across various states and territories. My main question is whether my WA study restricts me to only applying for a 491 nomination through WA, or if I'm able to apply to other states like Tasmania, South Australia, or the Northern Territory, provided my occupation is on their respective lists. A quick side note that might be relevant: I'm currently working part-time in a job unrelated to my nominated occupation. I'm really trying to understand if there's a specific requirement I'm overlooking, such as having to have studied, lived, or worked in a particular state to be eligible for their nomination. Or, is it genuinely possible to apply to any state where my occupation is listed and I meet their specific criteria? Any first-hand experiences or pointers to state-specific requirements would be hugely appreciated!
